So initial thing you should check will be the settings for your Recycle Bin for your SharePoint 2007 website, to get this done adopt these measures:
1. Open Central Admin
2. Click on Application Management Tab
3. Click Web Application General Settings (SharePoint Web Application Management Section)
4. Scroll down to Recycle Bin Section
5. Check settings (needs to be set to on and #of days to help keep items)
Now the files that you will be planning to restore must be inside #of days to keep files, if this type of setting is placed to 2 days along with the files is 21 days old you're not getting the file back. So bear this in mind and be sure if these settings aren't set for a good enough time you correct the settings now.

3. Click on Login (if you're not logged in already automatically)
4. Click on Site Actions (will simply appear should you have admin rights for this SharePoint 2007 website)
5. Click Site Settings
6. Click Recycle Bin Link (Under Site Collection Administration Section)
7. Click Check Box close to file/files you need to restore (if there's nothing listed file isn't recoverable)
8. Click Restore Selection
Let SharePoint tell you the restoration as soon as it completes it should offer you a message saying the files were restored with their original locations. You can get back to your SharePoint 2007website and make sure that this files have returned where they belong.
